EasyDCC and DecoderPro Not Communicating

For some reason I have been unable to get the computer to program locos.  I used the same USB to serial interface (Tripplite USA 19-HS) as on my previous layout.  The only thing that had changed is I bought a new Windows 10 computer upgrading from Win7.  The driver was updated.

A couple of friends came over with their EasyDCC and serial/USB interface and we were able to send commands to the loco and use the DecoderPro throttle to operate the loco but still could not program it.

I talked with TrippLite and they were of no help other than to say replace my 2016 device with a new, but identical one (still 19-hs).  Once this was done the loco could be operated with the DecoderPro throttle but still not be programmed.  Friends are coming back in a few days and hopefully we can get everything to work.
